Key Insights
- Seasonal pattern. Median bills peak in Q3 (winter heating) and trough in Q4 — read year-on-year, not quarter-on-quarter, for trend.
- A bill index, not a price index. This tracks price × consumption, so it moves with usage changes (EVs, heat pumps, air-conditioning) and household-mix shifts, not tariff changes alone.
- Sample sizes disclosed. Every figure carries a sample size and a 95% confidence interval; low-reliability cells are flagged.
Methodology
Data source: 81,542 eligible subscriber electricity bills synced into Bill Hero's database. All records, not a sample.
Filters (applied in order)
- Status — successfully parsed bills only.
- Fuel — electricity bills only (excludes gas and other).
- Billing period — 20–200 days (excludes partial, setup, and final bills).
- Amount — raw bill amount $50–$5,000 (excludes data errors and commercial accounts).
- Geography — NEM states NSW, VIC, QLD, SA, ACT.
Normalisation
Bills are converted to a monthly-equivalent figure using the actual billing period:

Median monthly bill (robust to right-skewed bill amounts). Dispersion reported as interquartile range (p25–p75) plus a bootstrap 95% confidence interval of the median (2,000 resamples).
Index calculation
Baseline = Q1 2023 = $126.80/mo (n = 2,494)
Known limitations
- Not seasonally adjusted — year-on-year is the correct trend read.
- Subscriber-mix drift — each period is a cross-section of a growing population.
- Partial periods — the latest month/quarter is month-to-date and excluded from change calculations.
- Data revisions — historical quarterly medians may be revised by roughly 1% as source bills are reprocessed; the Q1 2023 baseline is frozen and does not change.
Privacy
Only aggregated statistics (median, quartiles, confidence intervals, sample sizes) are published. No individual bill or subscriber is identifiable.
